I don't know what happened to my screenshot in my last post, it was showing in preview mode, but now all I get is a little red X. I'm on a different computer right now, I'll include a screenshot of my ROM's running in MAME, but it's an older version, so Kong is floating 1 pixel above the level (it was done using WolfMAME 106).
Regarding this issue, since it is an oddity that you wouldn't expect, I don't think we can get Developers to pay attention to it without pictures taken from an actual PCB output to dispute the issue. A nice clear snapshot of the issue from the original PCB would be great, but the video itself seems to clearly show it once you make it full screen. I'll put up the report.

The Kong delay happens on the Falcon version for sure (most of the arcade versions I played were that version and it always did it, as well as my board with the Falcon version running). That's true. So, this would mean some internal sample either isn't in the sound rom (bad/different?), or emulation isn't accessing it for some reason.

I sincerely hope you do submit your set. As I mentioned before, make sure you have some supporting documents and/or snapshots of the actual product. You detailed the board fairly well in an earlier post, but the snapshot wasn't of your specific board. Such unique identification is important when adding new games/clones of games. You can get some idea of what makes for a good documentation of a submission by visiting Siftware's site:
