help troubleshooting Atari Audio II board

Hey gang-
I've got this Audio II board that's putting out a lot of distortion in my Paperboy and APB. I know it's the board, as I have 3 of them and when swapping them from game to game, the distortion only occurs with this board.
I replaced the two amp ICs, (TDA-2030) and the problem persists. Before I start shotgun replacing other components, any suggestions on the likely culprit? the caps, the lone IC (7815)?

I just fixed a different games audio board with a similar issue by replacing all the caps. That will probably take care of it...
 
Thanks - do you think I should just replace the five large 3300uf/25v electrolytic caps, all the electrolytic caps, or every single (including ceramics) one on the board?
