Help: Sunset Riders 2pl to 4pl conversion

I've got someone who ordered the SSriders 2pl to 4pl eprom set,
and he's having problems getting Player 3 and Player to 4 work.

I've provided this upgrade many times before and never had anyone have any issues.

I've made sure the user had correct P3/P4 wiring harness and he's tested all the inputs.

He's also reset the game with the Test switch.

So I'm at a loss to explain why it's not working.

Is there something else that needs to be done ?

Why kind of problems? Can't start? Don't show up at the top? Can't move? Can't shoot?

On my 4player sunset rider, the start button is pin 10 and NOT the coin button (pin 1).
 
I am the person he sold thr roms to.
I installed the roms into my board, everything powers up. The problem is the 3/4 players do not coin up.
I went through the I/O screen on the test page and everything shows that it is working including the 3/4 player coin ups.
All's I want to do is when the I insert a coin into the 3/4 players that it coins up.
Here a picture of the board. Take in mind the two roms that are circled have been replaced with the 4-player roms I received from Steph.
Wanted to mention too that all of the other Konami game that have "Winners don't use drugs" at the beginning of the start-up are blue, the Sunset Riders is green.
Any direction would be helpful.

So, to confirm, you have been into sevice mode and at the "I/O Check" section you can see the 3P and 4P coin ups toggling from 0 to 1 when activated? But they do nothing when the game is actually running?

Very very odd.

We are already in the realms of the very unlikely here with this fault but the only thing I can think of is a timing issue with the 74ls253 chips that multiplex the inputs (and the dipswitch) settings. In the course of repairing boards I am always replacing fujitsu LS257s and 253s to fix issues such as missing inputs and non-functioning dipswitches. If they are Fujitsu chips then they are suspects as these are very common problems. Its hard to troubleshoot without a logic comparator tho, even a scope wont help you troubleshoot those chips.
 
I am at a loss myself. I know everything is wired perfect, its just the 3/4 players will not coin up.
It's funny too, because when you insert the coin in the 1/2 player and it coins up, you can choose the 3/4 player using the start button, and the players work fine, but they just will not coin up on the 3/4 player sides.
Is this also common?
 
That sounds a bit too much like it was intentional, on the 4P I didnt think you could start a game using a coin from another slot. Is there an option to change the number of coin chutes? The 2P manual shows a coin setting "Common or Independant", this may not even be present on the 4P version.

4 should be the default but possibly it has been set to 1 or 2 at some stage.

As the board notices the coin switches on 3P and 4P being activated I doubt it is a board fault, more likely to be a software/settings issue.
