That's definitely a dedicated Moon Lander! I should know, since I have one of the very few that actually work!
It's a clone monochrome version of Lunar Rescue with a gold/red/gold overlay, 23" Wells Gardner 22V1000 series monitor, and a modified Taito Space Invaders 8080 board. It is almost exactly like Lunar Rescue aside from some sound and graphical differences.
Those two buttons to the right of the joystick and single button are the (One and Two Player Buttons) respectively. Just above those buttons, if you wipe the gross off, are a couple labels describing the controls. That's the One Player side of the table.
I even have the manual for this game, which is suspiciously similar to a Centuri manual. I plan on posting a thread of my Moon Lander findings soon.
That Moon Lander is worth saving!! Lunar Rescue is criminally underrated as it is. Moon Lander is crazy fun if it's in working order! Plus, Kee Games Tank monitors are swappable.
Someone pick that thing up...
