Having some trouble burning some chips for another member

Trying to help my buddy Tighe fix his Galaxian buy reburning his Daughter/rom board set (7U,V,W,Y,Z), he got the chips from bob roberts they're nmc27c16q-45's. I set my Top853 USB programmer to do MC2716 12.7v figuring that wouldn't nuke the chip hopefully if not correct.

I spent a good amount of time searching for a datasheet on this chip for the delay time and voltage but didn't have much luck, I didn't want to pull the trigger on burning until I was satisfied that there was no other option at the time.

No luck burning tho, i tried 2 chips and got a Error: 00000 (FF) so now they're in the oven getting wiped. the files are 2.0kb according to windows and are suppose to be correct for the chips.

Any idea(s) what i'm doing wrong or maybe my cheap ebay programmer just can't do this task? I'd rather not perma nuke any of his chips but we both understand there can be casualties.

I had some issues with some other chips but after an erase and a tweak to the delay time everything went smooth, I did verify the chips were blank before i started writing.
