Have I cooked my board?

Working on a board and the voltage at the input voltage regulator was 4.19v so I put in a new voltage regulator and when I tested the voltage it was over 7v. Could I have cooked my board?

Good chance you destroyed at least one component. Although if it shorted internally, it might be the only one that died - that's best case. Worst case is you just created a Demon board. :001_ssuprised:
 
I didn't smell anything so hopefully that means the board is still good. I took the voltage regulator off another board and it was showing 5V on the board it came off of, why would it show 7v when swapped to the other board? It's an atari avalanche board I just got to replace my other board.
 
If your board has a +5 adjustment, most people turn it way up when they have problems with low voltage. Then, when they fix it, they forget that it's turned way up and the end up sending high voltage to the board.

Get the voltage lowered and test it out....
