has anyone ever used ? to fix an artic thunder computer

Mike from arcade-services has helped me out a few times. He specializes in Midway/Atari stuff but fixed a few I sent him that he'd never worked on. He was unable to fix my vegas cpu (custom cpu bad) but had extra parts to sell and gave me a huge discount on them. He is one of the companies that bought Midways parts department when the went under.
 
I fixed one several months ago that had bad electrolytic capacitors on the motherboard. This is a motherboard that is soldered with normal solder so it is easy to replace them.
 
Aren't these standard PCs? I don't have experience with AT specifically but I'm the resident PC hardware expert. What's it doing?
 
they just stop booting up.
I am sure bad caps is probably the bigest
reason as these boards are older and get pretty hot
