Hantarex Polo 28 (220v) Namco Lucky and Wild

I purchased a Namco Lucky and Wild arcade cabinet over the summer of 2012 and it has had video problems from the start.

Originally it looked like this

After they shipped the chassis back for repairs it looks even worse

This is the only arcade machine I own so I do not have parts to test with. Any help would be greatly appreciated.

This machine is locate in a bar in NYC, if you know of a repair tech who can fix this then please let me know.
 
If it was sent out I assume chassis was tested working on another monitor. looks like a ground issue. Is the Dag/Ground wire connected to the neckboard?

Is monitor frame connected to the ground in cabinet? If it is remove it and see if the picture changes.
Is there a ground prong on the power cord?

that was my first thought when I saw the video, some type of grounding issue.
