Hantarex mtc900e issue

I don't really know how to describe it so see video. Cap kit has been done, B+ is within range and a solder re-flow has been done. Any ideas what could be causing this?

 
filter cap would be my guess. I had an MTC9000 out last night, I think it's just 1. the Polos had 2, and those bloom pretty badly.

if the cap has like a bulge in the top, it's probably bad.

forgot to mention I changed that out when I did cap kit also.
 
Looks like I am missing D30 and it is on the parts list in the manual. Does anyone have a chassis removed so they can confirm for me that it should have this diode? I have the DE-4 version boards if that matters.

 
Found a couple of pics online that look like the diode should be there. Does anyone think it would damage the chassis if I add a diode and I'm wrong? I would think just blocking current flow one way would not harm anything. There are so many DE- versions of these boards I don't know for sure.
