I have a Hantarex MT3000 9" monochrome monitor from a Merit dart machine. It was working until I moved the game to another location. Now nothing.

The input is 12vdc, I can hear a slight electronic squeal from it and that is about it. No heater, nada. Measuring the voltage at R28 (test point) I get just under 5vdc and it should be ~10.8vdc. Something has to be shorted/shorting to drag down the voltage, but I am scratching my head more and more trying to find what can be the issue. The schematics I found online are "fuzzy" at best due to the scan resolution (Mike's has them on their site) so it is hard to read the location/type of component.

Anyone familiar with these or have worked on them that can lead me in a direction? Trying to get other ideas that maybe something will spark a path to a solution... or the trash :D
 
I repaired one of these a couple years ago. Other than routine things like caps, I specifically remember a single 1/4w resistor, buried in that metal box around the flyback. It's right near the metal, and it looked fine but was open. I remember it because it was a right pain to get out. :) I want to say it was 680 ohm.
