Hopefully this works:

After running this game without issue for a few months, last week some of the graphic components started being displayed as vertical lines. The Game title, motorcycle and trees/signs on the road side seem to be affected. The Road itself and the high scores, test screens seem fine.

The game passes the RAM/ROM tests in the test mode. Those ROMS appear to all be on the CPU Board.
I think I should be looking at the ROM Board for a bad IC. Am I even in the ballpark? Or, should I start my search elsewhere?

Super Hang-On at work had something like what you describe. all I did was reseat all the chips and it went away. I don't think they had any socketed rams, but that might be a good place to start.

Was there ever a solution to this?
All I did was replace my coin door, just the metal, and poof. I disconnected the coin door connection to make the job easier, but that's all. I tried reseating all my chips, but no luck. Has to be something I'm missing. It's like your bike is real skinny, and glitches. The CRT test colors are affected, but no other part of the diagnostics or high score screen. Anybody else ever have a similar issue?

Post a pic or two of the issue. Try reseating the ribbon cables. The error in the '17 post affects only the sprites. If this is your issue, the sprites data are in the small ROM board, under the sound ROM board. Check the EPROM contents on that board for data integrity.

I would worry about the color issue later.

Here are some pics.
I never reseated any chips on the lower board, as I thought it was sound only.
But did reseat all ribbons.

Thanks, I would still verify the contents of the sprite ROMs, just to eliminate the possibility of this being due to a corrupt dataset.

Hey thanks for the advice, but I have no way to verify them. Only the self diagnostics and there, everything tests A-OK.

But I will reseat the socketed chips on the little ROM board behind the sound board and see where that puts me. It's like something isn't fully connected as it seems to want to work. When the Hang On logo appears and spins, the bottom half of the logo seems to be missing some graphics until it stops rotating. Would that be sprite issue?

CRT test pic.
Figured I'd show it. Funny how it just affects the colors and not the words or anything.
Those colors are just shaking. Nothing else.
