That thing on the third leg is a buckle-style lock for raising/lowering a tripod leg.

It looks kinda like a camera tri-pod to me.

Yeah, me too...the screw on top of his head would be to mount the camera (most have a threaded hole for mounting to a tripod, which usually comes with a small "puck" with the screw in it that has a quick release from the tripod. I keep the puck on mounted to my camera almost all the time)
