Graphics Program for manipulating Arcade Art

I need to put together some custom artwork for side-art and marquees. Can I get recommendations on a free graphics app for doing this? (Or do any decent ones exist?).

I need something that would help me create the needed artwork so I can submit it for printing.

Adobe Illustrator is pretty much the defacto standard for creating vector art.

EDIT: Sorry, you said free.

If raster you can use GIMP http://www.gimp.org/ (free Photoshop type program) and for vector you can use Inkscape (free vector type program) http://www.inkscape.org/

If you are printing this digital you can use either or and safely print. For best results, If you use GIMP work at 300dpi (some say 150dpi is fine for digital, I still go 300dpi) full size and export as TIFF and if you are working in Vector export at full size and save as EPS.

Gimp works pretty well,although I'd still rather have adobe.Guess I'll just have to get me a free copy of it somehow..mwhahaha!!!

It's web based free image editing. Raster or Vector. Not nearly as feature rich as Adobe or their open source counterparts, but the learning curve is definitely not as steep.
 
The learning curve for illustrator and other vector type art programs is pretty steep for someone just wanting to do one thing.

Aint that the truth. I found GIMP(Raster) easy enough to learn. But Inksacape(Vector) not so much, although I havent spent nearly as much time on it. I think I really need to re-download it, it keeps crashing everytime I try to open a scan, lol.
 
Trial version or torrent should do it. If either are your thing. Not sure what the trial version lets you export tho. Yes, there is a learning curve, but it yields such great results once you get the hang of it. I know it's not free if you want the legit full program, but it just works so good once you learn bottom of the barrel basics:
This is one I did, all vector nothin too fancy (gradient meshes are about as advanced as this piece gets)
