Graphic/Sound issues, missing LED panels - Sega Turbo Mini cabaret machine

Found this one on Craigslist - it's a Sega Turbo Mini cabinet, working, for $100.

It's wired up with a button to insert a coin, and is generally in pretty good shape. There are a few issues, though. Isn't there supposed to be an LED readout at top under the marquee that shows your score and the top five scores?

Also it seems to be missing whatever used to be on the end of the shift knob.

The biggest issue is some bad graphics. For example when you insert a coin, there are just a few garbled lines on the screen. And some of the in-game graphics aren't displayed correctly either. Also some of the sounds aren't right - for example, you can't hear the ambulance coming up at all, along with some others. Any suggestions to get these issues fixed? New roms or a whole new board?

My son loves the game. I forgot how fun this one was too...haven't played it in years since they had it at the local roller skating rink and you had to play it with your skates on - lol!

Well I pulled apart the top of the machine today and the LED score panel is up there but it doesn't display a thing. Thoughts anyone?

I get random garbage on mine and I got rebuilt board set from Quarterarcade.com. I would check your voltages on the power supply. re-seat those ribbon cables from the cpu to the displays. I've got a extra sound board. I can test it this week...

Thanks for the suggestions! I'm pretty new at this so I appreciate any help.

A new sound board would be great - let me know if it's good after you test it and I'll definitely take it.

Update! I re-seated all of the connections on the machine today and got the sound working 100% again. Nothing like being able to hear that ambulance sneaking up on you ;)

I also opened up the top and took a closer look at the LED panels. They are definitely all there but there are some missing light bulbs on the display which appear to complete the circuit up there.

If I'm able to find replacement bulbs, will the LED panels start to work? Does anyone know where to get the bulbs or happen to have some spares around?

Update (in case anyone is following along):

I got some bulb sockets in the mail from welove80s so I was tinkering around with the header again tonight. Switched around some of the bulbs and found that the header graphics under the "Turbo" logo aren't missing after all - some dummy just painted over the plexi in black, likely after the LCD panels stopped working. D'oh! You can see the the graphics dimly when bulbs are put in behind them (see the picture below)

Anyone have recommendations for a product for stripping paint off of plexi? And, anyone have a new board for the header?

Glad your happy with the bulb sockets, that wont fix your LED panel though. I'd check ribbon cables, maybe solder joints, or would otherwise check out the power supply. It's also possible those panels are just bad.
 
So after doing a bit of research I found this thread on a Star Wars Replica Prop forum that talks about removing paint from plexiglass. After a number of suggestions, the OP eventually tries to use a generic "non-acetone" nail polish remover to get the paint off - and did so successfully!

So I followed his instructions - soaked a rag with the nail polish remover (luckily the wife had some around that she was going to dispose of anyways), let it sit on the face of the Turbo header plexi, went and played some games for 20 minutes and then came back to check it out. After a bit of rubbing and letting a few spots re-soak that I missed, the paint came off great! Check out the pics below.

Now I just need to get those LED panels working...
