So I just acquired a Gottlieb Monte Carlo that has been outside for who knows how long. After fighting the wasps and spiders for reign of the machine, I finally get it set up. I have taken all the boards off, cleaned all the connectors, reseated all the socketed chips I could find. When I power it on, all I get are some playfield lights and the backbox light. Nothing else. Not a peep.

Where should I start?

It makes it sound like the problem is always the trim POT on the PSB. Is this the only thing I can do?

When I have been playing with pin boards, I try to eliminate as many issues as possible. One of the first things I have done is to build a DC power harness to drive just the boards from a known good switching power supply. I leave the AC hooked up to continue to drive the GI bulbs and the High Voltage to drive the displays. But having a known good DC power will take that out of the equation.

It is usually a good idea to rebuild the power supply boards anyway, but wiring around them can quickly help determine if that is the issue.
