Gorgar flipper issues cont. Pics requested

Alright so I tested the voltage and its 10v on the weak side and 15 on the other. Also can someone tell me whats going on with this component in the pic? Might this be related the issue?

Alright so I think Ive narrowed it down to a failing cap on the power supply board location c13. All the caps on the board are bulging and appear to be factory 30 years old. Could this be the issue? I wont be able to confirm until I get the replacement caps but its supposed to be 28v according to the schematic and Im only get 15v on the left and 10v on the right.

Anyone? Is it a reasonable assumption that a weak flipper could be due to a failing cap?

Well I finally fixed it and it was something stupid I overlooked. Oh well you live and you learn.

Post the solution so it can possibly help someone else in the future.

They were wired incorrectly for one. The most embarrassing part is that the eos switch was making bad contact while in the resting position. I bent it a bit to make better contact and off we go.

Here is a diagram in case anyone gets confused like me.
