Good, cheap ROM programmer?

Define "cheap" and define "CPS2"

If you're looking to phoenix carts you'll need a simple one to do 27C4096, which is a 40 pin EPROM.

If you're looking to convert carts then you'll need something that will do the 16 and 32Mb 16-bit EPROMs which have more pins and that will knock a lot of the programmers off the list.
 
You're stuck with the cheapo Chinese programmers. Take a look at mcumall.com and what models they have there. Scan through the supported chips for things like 27C160 and 27C322.
 
How about to do whatever chips are on MCR III boards. I need to romswap one.

As long as it works, I'm good. My pile of CPS2 boards appear to have had a mass suicide pact.. Empty Koolaid cups everywhere!

I don't work on those boards so not 100% sure what ROMs are on them.

But, I will say that if you want to do some of the older games, make sure you can do 2716, 2732, and 2532 EPROMs... and 2564 would be a bonus.
