So I have replaced those as well. To be on the safe side I tested those both with a new one and they are good.
Did you check to see if the HOT is shorted to ground? Just put your meter on diode check or continuity, red lead to the collector of the HOT and the black lead to the frame of the chassis. Open or high resistance is what you want. The transistor may be good but shorted to the frame, the socket could be crooked or not on correctly etc... I have seen this quite a few times.
