Gibberish after SpyHunter Boot?

Arcade Pros,

I have a SpyHunter game that SOMETIMES works... It always seems to start up with a screen of gibberish (see attached link) below:

SOMETIMES it seems if I let it just sit on that screen for a few minutes, it starts working as expected and I can start the game normally.. other times, I can let it sit like this for 30+ mins and no dice.

Anyone have any idea what this is? how I can fix it? Is is some sort of normal boot process? I have no idea. Are these old games supposed to check themselves out on initial boot (I doubted they were smart enough to do so in any way)

And regardless of how that pans out, make sure you check the voltage coming from the linear power board to the game pcbs. It could be way high or way low and that could cause all kinds of issues.
