ghosts'n goblins weird problem

ok while playing part of the background shifts up so that I can't see my feet anymore...so reset the game to find out it didn't recover...then it moves again randomly up and down and if I reset again I will find the background in the same exact position as before I switched it off! also some background graphic is flashing while playing. problem is on the lower pcb, already replaced all the roms there but didn't help...voltage is ok...what's next to inspect?

Sprite RAM would be next, if not the chips then the address bus and O/E logic around them.
 
It is unlikely to be the actual ROMs or the RAMs themselves but the logic that ties it all together, my money would be on a flaky TTL somewhere in the ROM/RAM region of the video board. The chances of finding someone with the same fault and the exact same cause who can say "change chip x" are minutely small. It should be an easy repair for someone with the right gear and know how.

Yes could be a bad buffer too, more than likely.
