Getting 10vac on a 5vdc line, cinematronics

I have 2 cinematronics power supplies here and both of them are putting out about 10.3vac out on the +5vdc line. This doesn't seem right but it is that way on both, so makes me think it is okay.

Both PS have the original caps on them, but would they both fail the same way and put out the exact same amount of ac voltage out on that line (pin 10 of J1 on the main board)

Anyone else with a classic cinematronics (working) tell me what ac reading your getting between pin 4 and 10 on the main board power connector J1
 
I forgot to add that I do get a perfect 5.08vdc, if something was shorted wouldnt it blow the circuit breaker or the fuse?
 
Do you have it connected to the game (and does the game work), and have you looked at it on an oscilloscope? Can you look at the frequency on your multimeter (I'd expect 60Hz)? Sometimes you can get phantom voltages on a multimeter, and I wouldn't be surprised if that's what you have (can you try another multimeter if you don't have an oscilloscope)?

Are you using a "cheap" meter? Some of the cheaper meters on the market get "confused" when trying to measure AC voltage on a DC rail.
