General Monitor question about Blur

I'm at work so I don't have the monitor specifics in front of me but here is my quick question. Got a 19 inch, Wells Gardner that much I know but can't remember model. Anyways, It's extremly blurry when you turn it on but after about 25 minutes it is clear as a bell and looks fantastic. Basically the blurryness just takes that long to slowly clear out. Would that typically be a cap problem or a flyback?
 
Could be the flyback or the tube. If it's a WG7000 they get hairline cracks on the focus pot.

Come to think of it I remember the tag saying WG19 71??? something.. I think maybe it said 7125 or 7165, I can't remember.. Anyways, They focus pot works great once it's warmed up the 20 minutes. Until then, it's pretty much useless. I'm just trying to decide if I want to spend the money on caps and a flyback or not. Anyone got a link to where I can get a flyback and caps?
