I have access to about 8 of them next week,they look just like this one.You will have to wire a power cord.They were made by mccain traffic supply co. Probably 80 shipped in lower 48 states.
I have one and both of my lights stay lit. I think you would need to hook up some sort of mini-PCB controller if you wanted to control the lighting in some way.
I have one in my game room, along with a traffic light. I think it's a great addition. I have mine wired to a sequencer that alternates between the walk/don't walk and flashes the don't walk just like one on the street. I built a stand for mine complete with a "push to cross" button.
Only thing mine is missing are the visors. I'll have to fabricate some some day.
so $80 including shipping to NY? Hmm. Might be a fun project to an arduino or the like. Reminds me I need to build a stand for my parking meter as well..

I highly recommend his sequencers. (Got another one from him for a traffic light) The sequencers flash the lights just like real. I have mine set for 12 Don't Walk flashes before holding steady for 20 seconds, then turns it to Walk for 30 seconds. It even has a jumper to add a pedestrian walk button to trigger the light to cycle.
The sequencers are also small enough to fit in the lights without any problems.
