Garbage on screen and loud noise from speaker sometimes

Finally got my Atari Avlanche working but sometimes when I turn the game on there is a loud noise coming from the speaker and there is garbage on the screen, but if I turn it off and back on the game works fine or if I connect and disconnect the board from the edge connector the game works okay. When I do the self test for the game is shows that the RAM and ROM are okay, when I got the board the voltage was low so I replaced the voltage regulator and for some reason that regulator caused the voltage to be 7v+. Put on another voltage regulator and now the voltage is fine. Could have that high voltage damaged something on the board, I didn't smell anything burning at the time. Does that sound like a board problem or a bad connection somewhere?
 
This sounds like either a bad connection or bad design/programming on the part of the manufacturer. These older circuits usually power on in whatever state they were in upon power down and then, after a short period of time used to allow the linear power supply to stabilize a reset signal is sent. Have you looked for a reference to this in the manual?

I know my Depthcharge machine will occasionally have logic hang-ups and the manual tells me to insert a coin to reboot the machine.
