Based off of his initial post it looks like he is not the owner. I'd guess he is considering buying the machine. If that is the case it is rarely a good idea to repair a machine before you own it. People have a tendency to up the price once the machine is working.

Your right Oryk , i havnt bought it yet. its a dedicated cabinet. i called about it and the owner told me thats what it is doing. Aint going to repair it for him, hes wanting to get it out of his garage cause he needs more room . I was just asking for advice on it, to see if i wanted to risk getting it. what would be a good deal ?, Thanks Guys!!!!

Depends on what hes asking for it. A lot depends on the over all condition of the cabinet..does the monitor need to be recapped...is it missing a back door...ect.

I would start out around 100-150 for it as-is. Maybe offer even less. ;) Fighting games from the 90s are a dime a dozen..and that title was not one of the bigger ones...Like Tekken or Mortal Kombat.

75.00 obo what he told me. its located about a half hour from me

If you plan to keep it or modify it (multi Jamma maybe) it may be worth it but I doubt you'll be able to flip that machine for much money. I am well past the buy anything cheap stage - now I just buy anything interesting...

I agree.. 50 bucks is worth it. 75 is worth it if its a game you are looking for.
