Galaxian PCB Issue

I bought a (supposedly) working Galaxian PCB here recently. When I tried it, as soon as I powered on, it started making some extremely loud Galaxian like sounds, but not much of a picture (a white, flickering partial screen). The really loud sounds continued until I powered off.

Any ideas? It was packaged very well so it doesn't seem likely that something fell loose during shipping, but the seller did say it hasn't been tested in a few years.

Any help is appreciated.

Depends on how you and the seller have agreed to handle it. I'd remove and reseat roms and the daughterboard just as a quick troubleshooting step.
 
that could be the Z80 CPU. I would remove it and inspect the legs for any kind of corrosion. unfortunately that usually also means the socket is hosed as well, but...

I would imagine it wouldn't play sounds if the satellite board for the roms wasn't plugged in. I'm just judging by the few Ms. Pacs I've encountered with bad ribbon cables, and thus, a CPU that isn't working completely, that causes all those obnoxious sounds to play.
 
I could be wrong but o though galaxian hardware has noise until the CPU starts up and inits the hardware. Maybe I'm thinking of Another game but though galaxian did. If this is the case could be a ton of things as it's just meaning that your game is not booting correctly / running code at all.

Seller is not handling well. He is claiming now that it hasn't been tested "in a few years" and that it was working when pulled. He also said it has repair tags on it so it must be working.

His original ad (which had the Galaxian item conveniently removed after I told him it wasn't working) said "Galaxian still has repair tag on it works great has new roms too"

Anyway, not going to mess around too much with this one, will try the couple of things mentioned here.
