Galaga sprites are vertical lines

I've been poking around at a galaga pcb and so far i've gotten it from a striped blue screen to whats pictured below. I cleaned all socketed chips and surprisingly none broke, and i've got 5.2 volts at the cap and 5.0 and the chips. I swapped the 04xx chip with one from another board with no change.
Is there anything else simple to check before i start replacing sockets?
The star field looks good and the sprite lines move around and screens change like they normally should they are just lines. Thanks.

Star field looks and scrolls normally but all the sprites are stretched out making it look like a sync problem. The grid looks blurry but not stretched.
I guess replacing the sockets is a must, i'm just not looking forward to it.

Well the video board is not so bad but I really hate the cpu boards.
 
I agree it looks like a sync problem. Since the stars are just dots scrolling downwards, I don't think it looks much different even with it not syncing correctly. I have a Phoenix board that sometimes won't sync up unless I power it down a couple times, and the background stars still look like they're scrolling down, but all the enemies and your ship all look similar to your pic.
