Galaga Power Switcher Question

I recently purchased a Galaga power switcher as sold on the arcade shop website. The machine previously didn't power up, and now does, but I'm getting a "RAM 4H" error on the video board message. I've gone ahead and ordered replacement RAM, but have been told by Steven at Arcade Shop that it's possible the power supply isn't putting out enough power and to verify that it's putting out +5.2. While I can see on his website (http://www.arcadeshop.com/galaga/galaga.htm) where to test this on the logic board, I'm not sure how to adjust the amount to equal 5.2?

Also, can anyone tell me what the white circular knob near the LED on the power switcher does?

That should be the +5v adjust. Put your meter black on the ground, and the red on +5 and adjust.

The Led should have a tristate color. Red for bad, yellow for close, and green for +5V. It's just an indicator so it's best to actually measure the voltage.

I think my Galaga runs at about 5.25
 
Also, a ram error displayed may not necessarily be a bad ram. Have you carefully cleaned all the legs of the socketed ICs as recommended?

I should note that I pulled & cleaned all the chips initially. Saying that, it looks to be bad ram, as when I move the chip from spot to spot the error code follows it (thanks for the tip, Riptor!) .
