Galaga PCB (video board) repair help

I'm repairing a Galaga board for a friend and I was curious if there are any common failures to check in this particular scenario.
(such as a certain 74LSxxx series chip that when it fails causes this problem)

- black screen on power up -

The top CPU board is 100% confirmed tested/working. The problem is with the bottom VIDEO board.

All socketed chips swapped out with another 100% video board are 100% confirmed/working.

Board is super clean. Solder side is MINT condition and parts side is excellent condition. No corroded sockets, no cut or damaged traces, no cut vias, no jumper wires, no previous repairs, no missing or damaged components, etc.

Hence why I think it must be a bad soldered chip that has "failed" internally.
And so which chip(s) would cause this?

Any help is appreciated.

(one repair log I found did mention no clock on the custom 02xx can cause no video, but I have no idea the pin outs of Namco custom chips and so I don't know which pin to check with my logic probe anyway)
