Galaga, no power to CPU

I just picked up a non working original Galaga, the marquee and monitor turn on when power is switched on. When I check the capacitor on the cpu for +5v, I am getting nothing on the multimeter. I have noted that the molex connector on the power supply board J1 pin 1 and 2 are toasty, like black. Can this alone cause my issue? Does anyone know what the voltage should be at those two pins? Thank you for any help. This is my first arcade repair attempt.

probably time to rebuild that 90414 power supply. i stock the axial cap kit but i only have a couple kits left until i run another batch of axial caps. i do stock most of the other parts if you need and all the headers and connectors and tools. pm me if you have any questions or need help figuring out what you need.

I pulled out the power supply board and on its backside it has screen printed 5V-4A Power Supply A082-90420-B000 A080-90420-B000, it looks different from what is in the manual. Are you familiar with this power supply board?

yeah that one uses a very large about 22K-25K axial cap and i am out of stock on the 22,000uf axial but i have most all the other parts.
 
Did you check all the fuses on the power supply and block on the bottom to see if they are good and making good connection?

Thank you for the suggestion, I did pull the fuses out and cleaned their ends and checked their continuity, replaced them, and gave it a try. The CPU booted up. One thing that has thrown me for a curve. The fuse holders are all marked to what size fuse should be in each holder. I went by what it said and found some fuses wrong, so I put the correct fuse in each holder. Then proceeded to turn the arcade back on. One fuse blew immediately, which seems to be the one for the monitor, because now the monitor is dead,(that fuse slot is marked for 115v 1/2amp slo-blo but schematic shows it being 2amp slow-blo) but I can hear the game now, and can start a game, just cannot see it. Looked at the schematic and its saying a different size fuse then whats marked in the cabinet. So I am thinking the schematic is correct and the inside of the cabinet is marked incorrectly. The fuses that were originally in the slots match what the schematic says, so need to run out tomorrow to buy more fuses. I'll post a picture of the fuse holder and schematics as soon as I can to see if anyone can confirm my suspicion.
