Galaga Marquee Light

So I can't get the marquee light on my friend's Galaga to light up. We replaced the bulb, starter, and the .5 amp slow blow in the bottom of the cab. I noticed it requires a 115V fuse, but there was a 250V in there, and that's what I replaced it with... could this be the problem or is it something else? I attached a pic of the marquee assembly.

Also, is it normal for the top power button to only toggle the monitor/coin door lights on and off? If we plug the game in, it will boot up right away and play a start up sound... the power button will turn the monitor and coin door lights off but not the whole machine (game will start and play sounds).

Any help is appreciated!

If everything is wired correctly, the ballast is probably bad. And if it is bad and you put a good bulb in there, it probably blew out the new bulb. Measure the ballast, if it's 26 ohms it's good.

Also, is it normal for the top power button to only toggle the monitor/coin door lights on and off?
Not normal, the power button should power everything on and off.
 
Thanks, will test that next time I'm over. Will probably post about the power problem separately, but the game plays fine even with that problem.

Is the game original? Wouldn't be surprised if someone didn't change something inside and mess up the wiring. Just today I looked at a Galaga cocktail that someone put a switcher inside in place of the original PS board. However, they connected it to AC before the switch, so it was on all the time whenever the game was plugged in, even if the switch was off (shutting off the monitor). This means the game board (which now doesn't work) was left powered on 24/7 for 4 years. The monitor and coin lights shut off, so they assumed the game was off, but it wasn't...
 
Interesting. It's an original standard upright Galaga as far as I can tell. He's been unplugging it to turn it on and off while disregarding the power switch.

Also, the kill switch on the back door only shuts down the monitor as well... should this also kill the power to the main board? The boards are filthy and it looks like there's some electrical tape of the wires from the fuse board.

Bit of a pain trying to fix something that isn't in your possession!

Does it have original PS board in it? Sometimes I've found games that had the power and interlock switches bypassed so that it's one whenever it's plugged in. This is usually done by operators who get tired of kids or whoever shutting the game off, keeping it from making money....
