Galaga filter board

So I just purchased a Galaga machine this week.

I also received an extra board with the machine. I was told that it was a rapid-fire board.
Anyways, the rapid fire board is a zero-fire board. When I plug it in, everything works except for the fire button.

The thing that jumps out to me is that this board set has a filter board attached to it. The working board does not.

Is the filter board needed?
I do also see what appears to be a rapid-fire board screwed to one of the walls of the cabinet. I will explore that later.

My Galaga had a firing issue and it turned out to be cracked solder on the headers of the rapid fire board. I reflowed those and all returned to normal. Might check that.
 
While I definitely trust your advice, why does the filter board exist?

They were used back in the day when arcade games were interfering with CB radio frequencies and other crap. FCC required them back then. They just cause problems 30 years later.
