Galaga control panel question

I have a pacman cab that im converting to a galaga cab with a 60 in 1 jamma board, the question I have is I have an original galaga control panel but I need to drill out a joystick hole in the existing slot where the old two-way joystick was for a 4-way joystick, is this gonna be possible through the metal control panel with an existing slot there? If so how do I go about drilling that hole where it looks professional? Im a little stumped, I dont wanna go spend a fortune on a bit for a one time job. Thanks for the help.
 
Clamp a piece of wood under it so the hole saw has some substance to drill into. Clamp a predrilled piece of wood to the top side, this will prevent the drill from wanting to wobble away
 
Fostner bit is horrible for metal IMO
I always use a spade for wood, and a hole saw of metal. But never tried step bit....
