GAL burning WinCupl help needed (Solved)

Trying to burn a GAL to replace PAL @ U78 on Narc (PAL16L8 unregistered). Made a 27c020 adapter and creating the binary (no errors), converted the .bin to a txt file. I put that into WINCUPL and the program locks ups 3 seconds into compile. I am trying this for the first time so not sure if my PAL binary or txt are bad. Can anyone who does this help me try to compile this file? I attached the converted .txt file. I can post the bin somewhere if needed

For starters, you dumped it wrong.... you shouldn't have 18 inputs per output

Pin 15 is the only I/O that's used as an input, so there are 11 inputs to be swept... by using all 18, you're driving the outputs and getting garbage.

12-14, 16-19 are outputs only, and since it's a purely combinational PAL even if there's internal feedback from 13-14, 16-18 (12 and 19 can't feed back) they'd be combinations of the inputs. It's only necessary to use the feedback terms if you run out of minterms without them.

Thanks, I am new to this level or burning. I tried dumping again with another programmer and got the following. Not sure where to go since I get differnt dumps from two different programmers, neither are showing any errors when I read

I saw that, not sure what the issue is. It is consistently dumping the second file now. I may have selected wrong target device first time
 
So I took .txt file and compiled in Wincupl, burned it to a GAL and read it back and it matched the original dump. Plugged it in and can confirm it worked and corrected the issue, I think the utility I used to convert the binary to text may have put incorrect notes in the input/outputs, regardless it works and is here if anyone needs to burn a GAL for U78 Narc.
