G07 Testing HOT...Driving Me Crazy

I tested the HOT in circuit, placed my Black lead on the leg closest to the Flyback and my Red lead on the other leg, got a reading of 002, basically shorted, removed the HOT from the chassis tested each leg both ways and I get a reading of 051, not positive but I remember reading somewhere that it should read 151 to 600 in circuit, hate to replace it if it's good.

What reading is considered good, right now I have the HOT screwed into position, attached to the G07 chassis, wires from both legs are not soldered on, need to know if I should solder the wires back onto the legs, if I were to test the HOT off the chassis would I repeat the same process.
 
476 & 510 same reading wires on, wires off, guess HOT is good, now I need to start another thread due to the fact I have no neck glow, and my B+ is reading 152VDC. Thanks Buffett appreciate it.
 
Insulator? I stuck my tongue in there with the monitor powered on, bet you thought I was a slow learner.lol seriously, yes insulator was on to prevent shorting
