Have you tested the monitor with a known working game? Tested the game with a known working monitor?

Has the monitor ever been worked on?
 
Board works on another monitor, monitor appears that it hasn't ever been worked on.

I asked about cap kits because I know that K4600's are known for needing work on one of the daughter board not a cap kit.
 
The 'work' you'd likely do on a 4600 daughtercard is some of the same 'work' you should be doing on a G07 when benching it: cleaning up dust/debris, fixing cracked solder joints, reflowing solder on header pins and key joints.

Make sure your game outputs a good image to another known working monitor before proceeding, to rule out any issue with the game & not the monitor.

Rolling image --->sometimes sync signal missing.

Yesterday my Arkanoid II: The Revenge of Doh! was rolling after moving the game. Turns out the sync line had wiggled loose from the JAMMA connector at the game board. Wiggling the JAMMA connector revealed the problem. Re-seating the board fixed it.
 
I did check it on another monitor, and the picture looks fine, putting another game signal on the G07 scrolls, previous owner said the issue slowly came in, he was able to adjust the sync to make it look good for awhile, but now it won't adjust enough to fix the issue.
 
Oh, OK, in that case sync issues are usually due to cracked solder on the sync pins. Go over the pins on all your connectors and resolder them. Don't just 'add' solder, rather suck off the old solder and apply new.

If you're brave enough, you can try reaching in and wiggling the connector while the monitor is on. If you can get the picture to lock in when you wiggle the connector, it's a surefire bet it's a cracked solder joint on that header.

I'm never brave enough to work on a 'hot' chassis, so I always use the visual inspection method.

Without seeing the video hook up on the chassis i would guess that you need to check your sync hook up on your 3 pin plug and make sure the sync is hook up to both sync pins. Also make sure if you do have both sync pins hook up that one in the plug is not compressed all the way flat in the plug.
 
If you recap an "original" G07 chassis - which this sounds like it needs - make sure you replace the original flyback at the same time...
 
I had one that was recapped and wouldn't stop rolling, and it turned out to be one of the small transistors next to where the sync cable plugs in had a leg broken off.
 
Make sure B+ is proper, reflow video input pins, check hold pots, make sure sync is on right (for example, if you put a G07 in a JAMMA cab that used to have a K7000, the vertical sync will be missing and it will roll vertically), etc.

If you have some other symptom in mind when you say "rolling" other than a hold issue, post a video...
 
Exercise the vertical hold pot left to right etc. after that if it still doesnt lock in vert hold I would replace IC 501

Mod, can you expand on this? I'm doing exactly this right now. I'm putting a G07 in a Dynamo cab that used to have a 4900 in it. The image is rolling slowly vertially. No manner of adjustment gets it to stop.

I have RGB on pins 1-3, and video ground on pin 7, and sync on pin 9.

What do I need to be doing differently? Do I need to jumper pins 8 and 9 on the 3 pin connector?
