G07, Playing Blind

I just picked up a cabinet, playing blind with a G07 in it. This will be my very first time troubleshooting a monitor on my own. Have pity and help a monitor noob? The first thing I saw was that pesky Pac-Man filter board. Could it be causing the problem? When turned on, the monitor pops and makes staticky noises like a monitor normally does when it's working. There is no neck glow, however. I found the G07 flowchart, should I start with that or the filter board? Pics included.

Get a G07 Deluxe Rebuild kit w/ Flyback from Bob Roberts, and throw the filter board away...
 
Alright... take the 2 minutes it'll require to throw the filter board in the trash, and never worry about it again. Turn the machine back on. When it does the exact same thing (which it will), do like Modessitttttty said earlier, and buy some goodies from Bob Roberts.

A. cap kit
B. Flyback
C. Hot
D. Voltage regulator.

Install all of that stuff, and the monitor won't ever give you any more problems. It'll be the best 30 bucks or whatever you ever spent.
 
New information!

I pulled the filter board, same problem. I started following the G07 flowchart (here) and found that the fuses at F901 and F902 both failed continuity. I then used the diode check setting on the HOT and got a reading of 1.062 V, that means it's ok right?

Where should I go from here besides just rebuilding the whole thing? Is it possible that it really is just a fuse problem?
 
The stickied monitor thread said it's probably a blown flyback. A visual inspection doesn't show any cracks or leaks though. I guess I'll just shotgun it and replace everything.
 
Alright, shotgunned the whole thing today. Flyback, caps, HOT, horizontal width coil, regulator, pretty much everything. Still the same problem, no neckglow. I'm starting to think this may have been something stupid like the monitor not getting power the whole time.

G07 would need 120V right? Where on the chassis would I test for this?

Test your B+: black lead to the frame, red lead to the resistor on the left as you face the back. On the tab closest to the tube. What does it read?

That's way to high, yeah? Probably tripping safety mechanisms. Should I adjust the B+ at R909? Can I do that while the game is running, with a metal screwdriver?

Adjustment probably will not help at this point, the board might be in HV shutdown.

What is the voltage on each side of the B+?
 
To check a transistor and/or resistor, you'll need to de-solder them from the board, and then use a digital multimeter. Mine has settings to do both, but you can google for the ways to check both.
 
I pulled R908 and tested it. It looks like it's open, that means it's bad correct?

Could this part failing cause the issue I'm having?

Edit: X901 and X902 tested good.
