i have done the whole pulling one leg and testing but for some reason it never reads correctly, i will desolder it completely and testt it to make sure
 
how about measuring those VRs then. The way I outlined earlier. You can test them in circuit.
 
2 readings per vr? They are likely good, and not the problem. Kinda grasping here, but maybe a new filter cap at some point. I will check my notes later to see if I've documented any other causes.

i have to order another capkit i will order a new filter cap at the same time, i wish i knew what game this monitor came out of so i could check its documentation and see if it has anything on the monitor, i heard a rumor it was in the missile command cockpit but i cant find out for sure, in the mean time i will desolder the filter cap and check it with my lcr meter

EDIT the filter cap is 600uf 200v and it reads

Just saw this, filter cap should be fine. I always change it anyway, but I keep a dozen of them on hand most of the time.
 
Here is some pictures of the screen, I cannot adjust it at all to get it more centered, the horizontal width coil is broken and I do not know what if that fix it or not or what a replacement would be since this whole monitor is a complete mystery

Is that a tpg, or a pcb?

A stock g07 width coil should work.

The width coil looks good in your previous pics.

tpg, i wish i had the room for a pcb but i dont, i am trying to connect a raspbberry pi but there is very little info out there going to a arcade crt, the set screw inside is broken so i cant adjust it
 
I find that images don't center very well using the tpg. So I wouldn't worry about that at this point.

its not just that, i cant adjust anything, and it started after i accidentally shorted the cap on the neck, could that one IC be bad enough to allow the monitor to work but not allow anything to be adjusted?
