Got a Millipede from some guy who was moving. Said it powered on, but did not play due to needing new board. He had the replacement board also.

To me I don't think it is a PCB problem yet. A quick looking around showed fuse F3 (20 Amp 32V slow blow) blown and the left fuse holder blown off. I'm guessing that is why the PCB is not powering on.

The monitor seams to powers on fine.

I know I have to fix the fuse holder F3, but was something causing this problem? If I replace it, is it just going to happen again?

I would just replace it and see what happens. It could be that the fuse holder loosened up and then it just burned up. Get a couple spares and see what happens.

Huh, it was just a fuse. Replaced crimp, fuse holder and fuse and it powered up just fine.
