I have a Q*bert PCB that powers up, but fails to run correctly. I have determined that it is acting as if the P1 and P2 buttons are pressed during boot up. It makes the game seem "frozen." It does send graphics to the monitor. (What it does can be duplicated in MAME.)

Fixing this is beyond me. It is for sale, as-is for $50 shipped to the lower 48 states. I will send it priority mail with confirmation and insurance.

(Can post photos tonight.)

That's a good question. Mine has graphical glitches in the background objects section and I've been thinking of just sending it out to be looked at.

I have three I have got from an op that don't work but I would pay to get repaired.

I think Riptor fixes them. I just got an 8088 pod for my Fluke, and have been plugging away at a few boards of my own.
Riptor did offer to take a look at mine and see if he could fix it, but at least at the time he hadn't worked on main pcb's as much as he has sound pcb's. At least as far as I've seen, he's the only one that does any work on them. You are way ahead of me having a Fluke and doing some work. I was able to fix the sound board using a logic probe, but I haven't had as much success yet with the main board.
