Frogger with Graphical Issues

I recently moved to a new house and had to transport my cocktail style frogger. When I fired it up for the first time in the new house, I was quite unhappy to discover that some of the sprites were garbled. In addition, many of the scrolling objects (cars, logs, snakes, etc.) appear "jumpy" and do not scroll smoothly across the screen. I assumed that something must have come loose during the move, so I reconnected all of the molex connections and pushed down all of the IC's. This had no effect whatsoever. I also downloaded the manual and tried to troubleshoot the problem, but got nowhere. I am somewhat of a newbie to arcade repair, but I have a decent understanding of electronics in general. I was competent enough to switch out the linear power supply in my Moon Patrol with a switching power supply. Anyway, I was curious to know if anyone had any suggestions as to the source of my problem. Is there anyway to tell if an eprom or an IC is bad? Am I even remotely close to troubleshooting this problem correctly? Any help would be appreciated. Thanks.
 
2 ideas here from me-

1) Check voltages coming from power supply. Is the +5 close?

2) Buy a 2nd tested, working boardset here. Frogger boards aren't usually very expensive. If you're keeping the game, it's not a bad idea to have a 2nd boardset around. I wouldn't usually recommend narrowing down your problem by buying another boardset, but in this situation, if the voltages check out, that's what I'd do next.

All of the voltages test fine. I guess I should bite the bullet and buy a new board. Thanks for your help, man.
 
Do you have an old linear power supply still in there?
Check the power connectors that come from the PS to the PCB. If they are horridly brown/stained/burned they might be making a poor connection. I had this problem.
 
Power Supply

The contacts on the PS do look kind of nasty now that you mention it. I am beginning to think it is not a gameboard problem, because I downloaded the rom on MAME and disabled different IC's and never got the graphical issues I have on the actual cabinet. When I test the power coming from the PS though it does test around 5v. I am really confused . . .
