Frogger had two different CPs? Two different joystick holes?

So, I guess Frogger had two different control panels?

I have two Frogger control panels, one has a small joystick hole, the other has a larger joystick hole. I didn't realize this before I stripped the one I thought I was gonna use for my game.

I stripped it (took me forever!) and discovered it had a smaller hole that doesn't match the CPO's hole. Well, it matches, but there is a large exposed metal area in the center (see photo below) where the joystick hole is.

I compared this to my other control panel, which I didn't strip (yet), and it has a larger hole that matches the CPO (see photo of this one below):

So, what would you do? Just let the exposed metal be on the one with the smaller hole? Or, strip the other one with the larger hole and use that one? Problem is, I was gonna leave the other one be and use it for a second frogger I might sell later. So, if I strip that one I am gonna have to buy a second CPO to make it right. Ugh!

What to do...

i'd get a hole punch kit, and open that hole up to the same size as the CPO.

"get" a hole punch? How much would that cost?! it would have to be pretty heavy duty to get through this, right?
