You say he replaced the fly himself? Not to insult anyone's ability, but I'd double check his work. I recently had a chassis repaired by a friend and though I thought the work should be error free, I soon realized that anyone can make mistakes. He'd forgotten to solder one of the pins for the replaced fly. 
Check the AC plug, and if you have voltage there, then check B+ voltage on the chassis. If you have high B+ (over 130volts) then pull it out and flip it over, look for 'issues' with soldering.
Oh, and yeah, what he said - check for blown fuses.
