On Edgars advice I hooked up one of my PC's directly to the VGA cable and found the monitor does work, I think for it to work again I will need the System 256 unit complete w/ the Tekken 5 DVD.
I gotta say I would love to play some Tekken 5 .
 
Your missing a big chunch of the CPU. Probably be better to buy a whole used cpu with the disk and dongle. There's a guy selling one on n-g.com but I think he wants some scratch for it.
 
From the pic it looks like its missing the DVD drive and probably the DVD itself. The security dongle is still in place but theres no telling if the board is working or not.
 
did it have any data cards in it when you got it? Ive been looking for some but everywhere i find wants $3.00 each or more for them. That can add up fast since you can only use one card per person per fighter.

I took a DVD drive I had laying around and hooked it up to the ribbon cable an ps molex, it didn't power on at all, thinking maybe the board is bad.

And if you just want something to put in there you can pick up a system 246 for cheap. Or even a naomi.

There were no cards in it whatsoever, there was $2 in quarters and about 5 tokens stuffed in the card readers though....:D
What exactly do the cards do and do I need them?
 
Not just any DVD drive will work with that CPU. Theres a handful of LG's and Lite On's that I've gotten to work in the past but thats it. These two drives work...

lite-on DH-16D3P and LG GSA H55L

The system doesnt show any signs of life unitl the DVD boots BTW.

That makes sense, Mylstar has the DVD for it, I was told the 246 would be able to run it as long as I had the security dongle?

Here's a good site to find info on the 246/256. There's also a good thread at the neo-geo.com site and several members who are very knowledgeable about them.

The data cards allow you to save your win/loss data and accumulate credits to customize your fighter (at least in the DR version.)
