flourescant tube locks? How the heck?

This I'm sure is a dumb question, but how do you get the bulb locks to turn/ remove/ pivot/ whatever so that the 24" bulb can be replaced on a marquee light? I'd hate to make a mess of things, and I tend to lose my temper fast on stuff like this.
Any help?

Of course, I'm not just talking about the standard two-pins on each side which turn then let the bulb slide out. These are little wraps of some sort which surround the two-pins on each side. Look like they're made of medium grade plastic.
 
If you're talking about the white ones, just pull them straight off. They can resist you, so give them a good tug. then the bulb will rotate and come out.

If you're talking about the orangish ones, you need to pop the sides up, then pull them out....
