Floating pacman maze problem

My pacman maze appears to be floating in water. It looks like you took the maze, layed it in a pool of water. I don't think it is a scrolling wave, it effects the entire maze overall. At first glance it is not noticable, but if you stare at the maze, it is very obvious that it is all floating around slightly and making your eyes bug out! I noticed a little goo under a capacitor on the monitor board. Maybe a recap is in my future. I am a novice with ok soldering skills. Is a recap and flyback overhaul a beginner project?
 
The goo is just an epoxy that they put on large caps to eliminate vibration under certain operating conditions.

Still, a cap kit is probably not a bad idea, although a pic of the problem is usualy helpful, too.





And if you think this is a monitor issue, you should post it in the monitor section....
 
I wonder if you don't have the "wave" issue, or at least the start of it?

It's pretty common to have board edge connector and/or fuse holder connection issues that creates a "wave" in the image in pac's. Usually replacing the edge connector, fuse holders and chucking the filter board (if still equipped) is a great idea with any pac, problems or not.

Have a look at those connections, if they are ok, move onto the monitor. If they appear burnt, hot or just plain crusty, fix those first and re-evaluate.

If the HV voltage is too high on the monitor it can cause waviness in the screen. It would look kinda like an ocean effect.
 
It's a small board connected between the PCB and harness. Some games dont have it, but if yours does, its not a bad idea to remove it from your game, as they usually do nothing but cause problems donw the road. And as mentioned, replace the fuse blocks and fuses. The originals are notorious for failure, more info on that here:

Sometimes the edge connector can be salvageable with a simple cleaning.
