Ok, the original problem was no 5+ from my PSU. Recapping didn't work, so I bought a working.

With the new power supply in the game played blind until I turn the brightness all the way up. The screen at first was like a deep blue and pretty dim. Close to bad 2F (http://www.brasington.org/arcade/tech/dkj/#video). After a little bit, but before getting the camera, the game "warmed up" and the colors got a little more colorful to what you see below.

Also I notice that the screen seems to pulse at a low rate, yet its not constant.

When I tried to enter test mode via holding the service button until it appears on screen, nothing happened. I did a continuity test on the button and proved it works.

Right as I was about to turn of the machine and go in the screen got scrambled, but I think this might be from the heat (today is the first day of really hot weather, 90s with heat index near 100 hear in eastern PA).

check your horizontal hold.

I know this one is separate from the rest of the adjustments on the monitor board, but is it hidden by a plate or tucked under some wires?

Also I think I'm going to clean all the pots/variable resistors on the boards with some QD Contact Cleaner either later today or tomorrow depending on how hot it gets.

Edit: I didn't use the contact cleaner yet, but I was turning the VRs trying to knock off any dirt I couldn't see and the image cleared up. I got a video to show what it does. The brightness VR is still all the way up, and the camera is making it look alittle brighter then it actually is, also the circles and the scrolling vertical lines are from the camera too. The line going horizontal pops up when the character is standing in a certain position (and I can make the line still when I stop him from walking.)
