Fixing rough cabinet edges

I've attached a couple pictures showing the back edges of a Star Castle cabinet. As you can see, the white is peeling and a little bit of the particle board is off as well.

So what is the preferred method for repairing this. My first thoughts were:

1. Cut off the peeling white stuff
2. Bondo the edge
3. Sand square
4. paint

I figure I wouldn't need to harden the particle board, since the problem isn't water related. Also, how do you feel about paint? would white vinyl be better?

Exactly as you said. However, I would use some wood hardener. Even though the wood might not be that bad, when you sand it, it'll flake off in small pieces...wood hardener sometimes makes it less prone to that. Prime and sand several times before you do your final paint or vinyl job.
