Fixing an Super Off Road 3 person board

I have a Ivan Stewart Super Off Road 3 person in my basement game room. It has provided me with years of worryfree service. However it seems to have developed some issues that I think tie back to the board.

The machine sometimes freezes and is often having video issues insofar as garbled text, momentary pauses and bad refreshes (half of a truck will stay on the screen in one spot long after the player has moved on).

Is there someone on this forum or a trusted person the forum uses that would tackle an issue like this for a reasonable amount? If I knew what the issue was I wouldn't necessarily be afraid to attempt to fix it myself but what I have in courage I lack in knowledge.
 
New? Welcome! To me sounds like a board issue for sure. More specific, a bad connection in a socketed chip, try resetting ALL socketed chips, could be a bad connection.......
 
Those boards are pretty sensitive to proper voltage, so I'd verify that the +5V line is ~5.1V, as well as reseating the chips if that doesn't help. I don't know of anyone that repairs them though.
