First Arcade: Ms Pacman characters jumping across the screen

Just bought my first machine, Ms Pacman, and the character are jumping across teh screen, sometimes going through walls or getting stuck in a wall. Is this a problem with the PCB board or possibly the power supply?

I am leaning towards buying a new board (or trying my hand at fixing this one) but I want to make sure I can find out what the problem is first. I am really new to electronics in general so I am trying to learn as I go so any help would be very appreciated
 
sounds like you may have a ram/rom issue. i would first verify voltage by checking voltage across one of the big caps in the left top corner to make sure you have 5v. someone here needs to chime in on which cap, i can't remember.

and then, make sure all the ram/roms are seated in the sockets all the way, and if the legs look dirty, try cleaning those.
 
What is the best way to clean the legs? I was planning on just using a compressed air can?
 
pencil eraser used gently on the legs is the norm, i bought a fiberglass pen to do it with , but also use it for board trace repair as well, canned air will be ok to dust with , but wont do shit for leg or edge connector tarnish. you may also want to see of the filter board is still there too. If it is , ditch it
 
The very first thing you should do is make sure all the chips are pushed in fully, the ribbon cable is seated properly, and all the two little daughtercards on the PCB are seated firmly. A lot of funny things happen if those daughter cards aren't making good contact....
